Many of Ronald Regan’s movies were Westerns. So at a guess, I’d say it’s about the former president riding off to the great cactus in the sky.

I think it’s Reagan’s hair, really poorly drawn.
It’s based on a drawing done by the cartoonist’s young son, which is absolutely positively not at all about any sort of drugs in any way, manner, shape, form, or strained extended series, no sirree Bob and just say no Nancy.
i’m with joe on bad hair, or possibly the entire back of the head, including ears.
but i still don’t get what’s going on with uncle sam — is he taking off his hat all respeckful like? or is he shocked to see the giant bad head up in the clouds as opposed to, uh, somewhere else?
Notice how small Uncle Sam’s hand is? That should give a big clue right there!
